Payroll Manager
Department: Payroll/Finance
Reports to: Controller Effective Date: 8/1/2024
# of Direct Reports: 2 # of People Supported: 1 (Controller)
The Payroll Manager supervises and performs all functions necessary to produce several payrolls using the Colleague system.
Supervisory Responsibilities: • Supervise the payroll coordinator and specialist
Duties/Responsibilities: · Knowledge of Federal and New York State payroll/employment laws and related tax laws and regulations
· Preparing federal and state quarterly tax returns and year-end W2 reporting
· Assisting Controller in preparing 990 filing
· Preparing required reports for fiscal-year-end audits and retirement plan audits and answering auditors' questions in a timely manner
· Reviewing all entries and changes to personnel and payroll data for accuracy
· Reviewing and/or preparing reconciliations of various payroll-related general ledger accounts
· Reviewing and/or preparing journal entries necessary for reconciliation
· Preparing monthly payroll-related accruals
· Auditing tax updates entered by Human Resources and making corrections when necessary
· Auditing changes processed by the Benefits Manager, identifying discrepancies and processing premium catchups and refunds
· Auditing time keeping records
· Preparing supplemental earnings payments for processing
· Standard and ad hoc research and reporting
· Resolving employee inquiries and payroll discrepancies
· Processing forms for verification of employment
· Processing levies and garnishments
· Keeping track of and resolving outstanding checks and rejected direct deposits and preparing necessary journal entries
· Mailing letters to employees about unclaimed checks, issuing replacements and keeping accurate records for state audits
· Producing manual checks when necessary and preparing related journal entries
· Keeping track of taxable graduate level tuition remission
· Responding to employee inquiries in a timely, professional and friendly manner
· Encouraging employees to sign up for direct deposit through Self Service and troubleshooting when necessary.
· Reviewing and updating documentation of payroll processing procedures
· Reconciling and reporting student federal work study earnings
· Maintaining records and files
· Maintaining collegial working relationships with Human Resources and other administrative staff. Establishing reasonable deadlines.
· Working closely with IT department to resolve problems, streamline processes.
· Preparing requested ad hoc reports for senior administration and outside agencies, including but not limited to Workers' Compensation reporting, Labor Distribution Reports, salary and budget reporting
The Payroll Manager will also assist in Service Hub training of personnel and will work closely with the Financial Aid office in matters pertaining to student payroll and federal work study.
Required Skills/Abilities:· Payroll tax deposit and tax return preparation and reconciliations
· Reconciliation of general ledger payroll accounts to payroll cycle and tax reports
· Excellent written and oral communication skills and professional demeanor
· Advanced Excel skills, including Pivot Tables and V-Lookup
· Confidentiality and transparency
· Cyber Awareness and Caution
· Accounting knowledge
Qualifications:Education:
• Associate's degree required; Bachelor's degree preferred. Business-related university coursework is preferred.
Experience: • Minimum of two years' office/bookkeeping experience required; accounting and payroll experience preferred.
5-8 years of payroll managerial and hands-on experience in preparing exempt and non-exempt payrolls for 600 employees and managing the day-to-day operations of payroll
• Higher Education industry experience
• Colleague or Banner system experience
Physical Requirements: • Prolonged periods of sitting at a desk and working on a computer.
• Must be able to lift up to 15 pounds at times.
Salary: This is an exempt position with an annual rate of $80,000-$85,000.
Hours Expectation:Full-time, 35 hours
Housing: Housing is not provided.
