Duties

Execute and facilitate the Mission Assurance Critical Asset Risk Management Program. Perform a broad range of qualitative and quantitative analyses of information develop and maintain Mission Assurance program policies.


Serve as Mission Assurance Training Manager. Provide subordinate with an understanding of MA methodologies and processes, address programmatic updates or changes that may impact the field, increase cross-program and cross-functional coordination with other mission assurance activities and enable personnel to execute every stage of the Mission Assurance cycle.


Manage the Mission-Critical Process . Analyze critical missions using a system risk management approach and evaluate infrastructure reliance against established assets and benchmarks.


Serve as primary representative and leader within the Mission Assurance Working Group. Provide guidance for risk management across all protection and resilience programs.


Serve as primary contact overseeing Critical Asset Risk Management biannual program reviews and training initiatives. Monitor and ensure that strategic planning and programming efforts adequately address future program requirements.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, for General Schedule Positions, Administrative and Management Positions.



SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-11 level (or equivalent in other pay systems) in the federal service in which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. Specialized experience is experience which includes working with qualitative and quantitative methods, assessing and enhancing major critically assigned assets; planning, organizing, and leading projects, with effective negotiation skills involving
substantial resources and extensive procedural changes while assessing vulnerabilities and recommending appropriate countermeasures; conducting assessments and surveys, leading to risk decisions, critical infrastructure protection programs and management; and developing innovative solutions and implementing instructions for new policies and procedures.



KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Possessing a comprehensive understanding of program goals, objectives, and the intricacies of key operational events and milestones, while demonstrating proficiency in evaluating planning actions' effectiveness in response to actual events, and understanding the dynamic relationships among various agencies, thus contributing to overall program planning and the execution of operations and evaluations.


2. Knowledge and expertise in operational missions, installations, and infrastructure to assigned programs and weapon systems, while aligning operational missions with overarching objectives to ensure strategic coherence.


3. Demonstrate adeptness in designing and executing comprehensive studies, offering solutions to critical and complex operational and contingency challenges. Exhibit analytical acumen and proficient problem-solving skills.


4. Ability to plan, organize, and effectively lead others in studies and projects. Demonstrate proven expertise in negotiating skillfully with management to obtain acceptance and implementation of recommendations, especially in cases involving significant resources and necessitating extensive changes in established concepts and procedures.


5. Ability to demonstrate effective communication skills, both verbally and in writing, while exhibiting proficiency in negotiating complex issues and fostering positive working relationships. Contribute to a collaborative and productive work environment through adept communication and negotiation abilities.



PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.



VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
